So I thought, why not in Windows? A new type of window was introduced in Windows XP for stuff like this. It won't be perfect, maybe a little slow on some systems, but should work.

Поместит кнопки свернуть, развернуть и закрыть в левой части окна, а заголовок окна в правой части. Отключать и включать программу можно "на лету". Также программа не требует установки - распаковали и запустили.
